If so, how does one reconcile this with a braita that says if one gives the head of a cow to hekdesh, only the head is sanctified (and other similar cases). One who says &#8220;the value of a newborn infant upon me&#8221; &#8211; since under 30 days there is no laws of arachin, does one assume the person meant it as a vow and is obligated to pay their value or not?
